- Partners with employers to assess talent needs, create relevant training programs, and hire diverse, local talent for their in-demand roles.
- Recruit, guide, and support young adults (18-24 years old), particularly those from low-income backgrounds, through a blended, technology-enabled career accelerator inclusive of a suite of products and supports (including career exploration, cohort learning, one-on-one coaching, etc) to ensure fellows have what they need to be successful in their job interview, persist in the workforce, and a plan for ongoing education and career advancement.

The Opportunity
This role will provide excellent customer-centered services and data management for Propel’s Workforce Innovation and Opportunity Act (WIOA) specialized populations program, specifically the single parent population and the Supplemental Nutrition Assistance Program (SNAP) Job Experience and Training Services (JETs) program. Propel America has grants to support these two specialized populations, enrolled in our training program in Philadelphia.
Propel is looking for a detail oriented, technology savvy, customer focused case manager to provide Philadelphia based support to these grants. The WIOA/SNAP Case Manager will be responsible for completing all WIOA/SNAP- required documents, forms, data entry, allowable services, and outcome reporting. They will deliver outreach and case management, specific to the specialized population within this program’s scope of work, working directly with the WIOA/SNAP fellows. Additionally, the role will collaborate with Propel’s Grants and Finance Director, Philadelphia-focused Success Coach, and PhilaWorks West staff in service of successfully implementing other aspects of this grant and its required elements.This is a part-time position, 20-25 hours/week. The hours are flexible and may require working evenings.
Responsibilities
Responsibilities include, but are not limited to, the following:
Workforce Innovation and Opportunity Act (WIOA)
Case Management for WIOA registered fellows (Outreach and Intake) (20%)
- Coordinate all intake requirements to ensure we meet enrollment targets including but no limited to outreach and intake meetings
- Hold regular office hours for fellows, twice a month
- Coordinate with Propel Success coaches as needed
- Compile and review documents to ensure validity and ensure an accurate WIOA case file for each fellow
- Reach out to fellows in need of supportive services, coordinate and hold in person meetings for completion of required documentation
- Assist fellow with identifying community resources to reduce barriers to success
- Following up for 90 days post-hire to obtain employment verification documentation
- Ensure all WIOA physical case files are up to date for each fellow
Data Entry into Commonwealth Workforce Development System (CWDS) (25%)
- Complete WIOA application in CWDS 2.0, including entering barriers and training program enrollment codes
- Review Salesforce report for WIOA fellow updates
- Update fellows case files in CWDS on a monthly basis using the appropriate program codes
- Enter detailed casenotes for each program code entered into the CWDS system
Responsible for Secure File Storage/Other (5%)
- Placing all WIOA compliant case files into a secure filing bag
- Transporting files in a secure filing bag to the PhilaWorks West office for secure storage, at the end of each in person day.
- Assist in all programmatic client recruitment campaigns which will include tasks such as: dispersing new fellow outreach materials
- Assist with annual audits and site visits
- Attending client referral/recruitment meetings and/or events
- Attending weekly meetings with WIOA program staff, virtually
Supplemental Nutrition Assistance Program (SNAP) Job Experience and Training Services (JETs)
Case Management for SNAP JETs registered fellows (Outreach and Intake) (20%)
- Conduct all intake for participants to ensure we meet enrollment targets. Intake includes survey analysis, outreach to fellows and in person intake meetings.
- Coordinate with Propel Success coaches as needed
- Compile and review documents to ensure validity and ensure an accurate SNAP case file for the fellow
- Reach out to fellows in need of support services, coordinate and hold in person meetings for completion of required documentation
- Assist fellow with identifying community resources to reduce barriers to success
- Following up for 90 days post-hire to obtain employment verification documentation
Data Entry into Commonwealth Workforce Development System (CWDS) (25%)
- Complete the reverse referral process in CWDS
- Populate the fellows file in CWDS using the information gathered during the intake meeting.
- Enter the appropriate enrollment training program codes into CWDS
- Enter detailed casenotes for each program code entered into the CWDS system
- Review SF report for SNAP fellow activities
- Identify and enter appropriate activities codes and casenotes into CWDS
Other Duties (5%)
- Creating a casefile for every eligible fellow on the Google Drive, ensuring to encrypt any documents containing PII
- Sharing the files with the appropriate staff.
- Assist in all programmatic client recruitment campaigns which will include tasks such as: dispersing new fellow outreach materials
- Assist with annual audits and site visits
- Attending client referral/recruitment meetings and/or events
- Attending weekly meetings with SNAP program staff
Role Requirements
- Travel to West Philadelphia: 3 days per week (Monday, Wednesday, and Friday) during onboarding season and as needed once training begins. After each in person session where case files are created or updated. Storage destination: PhilaWorks West office is less than 2 miles away from in person sessions
- Available to meet in person with participants during evenings and weekends as necessary
- Strong data entry skills
- Strong case management skills
- Proficient in using databases systems (Salesforce and CWDS preferred)
- Proficient in Microsoft Office Applications

- Self-motivated and resourceful, able to work independently in a remote environment
- Prior experience in case management
- Ability to comply with HIPAA laws and regulations
- Strong written and verbal communication skills;
- Strong knowledge and understanding of Workforce Innovation and Opportunities Act; including but not limited to regulations and requirements
- Strong knowledge and understanding of Supplemental Nutrition Assistance Program (SNAP) Job Experience and Training Services (JETs); including but not limited to regulations and requirements
- Ability to interact with a wide variety of individuals and demonstrate a positive professional attitude
- Experience working with Philadelphia community-based organizations or systems that serve low income individuals. Lived experience is welcome.
Compensation
This is a part-time position for 6 months with a potential to extend up to 18 months beginning April 7, 2025 for 20 - 25 hours per week during onboarding season, then 15 - 20 hours once training begins, at a rate of $25 per hour.
